which gateway are you trying to access that gives you that error?

have you tried using the actual IP address of the OS2 to see if that works?

the .local has never worked for me.

is your iPhone's hotspot page open? think it needs to be in order for it to work.

yes. if it is on the browser may be trying to use the cell data connection, instead of using wifi.

BTW, "open spot.local" doesn't work on my laptop, but "sharkrf.link" does when using safari.

silly question, but is the iPhone on the same wireless network as the OS3/Laptop, and is the iPhone's data connection turned off?

also try accessing the OS3 by it's IP address and see if that works.
